The timing of periods are dependent on many factors including heredity. If you have not had your periods at the age of 21, you should definitely consult a doctor. There are hormonal imbalances that can cause this condition and it is better to correct them at the earliest.
There are many other reasons as well and only a complete examination and some tests can diagnose your problem.
